It depend what you want to introduce as it can get quite complicated. You cant have a plan without a combustion engine. For that you need a car. The tooling equipment for the part plus rubber and other basic elements all which would need to be shipped in from other parts of the world. Plus petrol. Unless of course you cheat with magic in some way

Most people don't realize that sometimes you have to invent & make the tools [to make the tools…that have to be invented…] before you can make something that seems simple� like a steam engine. And most people don't know that those tools even have to exist at all.
