Hi, I just thought I'd chime in here. Howey DOES explain the elevators, but not in the first book. This is for a reason. He explains the lack of elevators later in the series when the answer wouldn't spoil anything. If you've only read the first book, I wouldn't want to tell you the answer because then I'd be telling you what happens in the next book. Yousef explains it in his reply, but I wouldn't suggest reading that until you've read the books.
Thanks for chiming in! I did read all of the books but do not recall where he addressed this specifically except as it related to Silo 1 having them because they are oversight.
The other silos were not given elevators because it could encourage more communication between the levels. Communication equals knowledge, which would encourage rebellion. If the people from different areas and levels all combined their knowledge, there would be a higher chance that people would start to question things. The more you "divide and conquer" the masses, the more lies you can spread and the more separation it causes. People united are a dangerous thing when you are trying to pull the "wool" over their eyes, so to speak.
Silo 1 HAS elevators, in part, to hide the fact that there are large layers of concrete between each level. Having stairs would have pointed this fact out in a heartbeat.

I don't know why Hugh did not answer that particular question enough for all our satisfaction but sometimes authors don't cross every T and dot every I, they leave it up to our intelligence to get it. Or he felt it was so obvious that he didn't need to mention it. Either way, I don't think it distracted from the book but had he had elevators, the silo would have been a totally different experience for the people living there.
