But that's also from an excerpt from a movie, right? So things might be exaggerated.
I read it differently from that. It isn't really explained that well by the author.
The average person on Uranus lives a 24 hour clock, because that is what our bodies are used to and need.
My reading of it is that the Uranians (people who want to leave the earth life behind) live a 17 hour life from "all-clear" which is the normal human's Midnight (0000 until 1700 (their midnight))
The Uranians go to bed at 1700 or 5PM and are up and ready to start partying as soon as all-clear (Midnight) sounds, then they go to work after.
So essentially they are both living a 24 hour cycle. Just slightly out of synch with each other as far as when they sleep and how long they sleep.

Can someone explain how the All-Clear fits in with the 17 hour day on Uranus? From what the book says it seems like midnight in the 17 hour day always occurs at 5 pm in the Earth 24 hour day. Is the All-Clear just a weird 7 hour free-wheeling, coke snorting party time?
