So Frankenstein finds out that his younger brother is dead. He heads home amongst some purple prose and stops at the town where his brother died. (A little outside Geneva) During a dark and stormy night he sees the monster and is IMMEDIATELY convinced without any proof that it's the monster's fault. Sure, dude is grieving and, sure, he created something against God and the universe, but just becomes 100% sure it's the monster's fault despite everyone at the university saying he's the greatest scientific mind ever.
Next day he goes home and there's circumstantial evidence that some girl that was in his cousin's letter is to blame. She has the kid's locket and, conveniently, has fallen ill and is incoherent and can't mount a defense. At the very least, I have to retract my Checkov's gun remark about Mrs. Shelley. There is a point to the letter that seemed to go nowhere. At the very least, it provides some Victorian Era proof that the girl did it - everyone around her had died and she'd gone back to live with her bat-poop crazy mum.
Frankie doesn't care. It's totally the monster who did it!
Also, everyone puts their faith in the justice system because it's 1818 and not 2018. (Or maybe to set up a plot twist.... in fact, that's probably the biggest potential reason)
edit to add: Yeah, it's a book and we need suspension of disbelief - but of ALL the places for the monster to go in ALL of Europe, he ends up just outside Geneva? Hopefully there's a plot twist coming that he actually followed Frankenstein home rather than just happening to be there without explanation.
