Help please. Forgot book Title and author

Heroine and brother were ordered dead by king/despot, but heroine was able to save herself by jumping out of the balcony. She falls down the cliff, and was thought dead, but she was saved. She was injured severely, but was inspired to get better to avenge her brother. There is mention of the incestuous relationship between heroine and her dead brother.
