I definitely prefer more character driven books, but I think this is more of a personal opinion thing.

I think when the author or publisher plans a series, character is more important. You probably read a series, or watch a series because you're following the characters.
I know people who were into The Walking Dead - not my thing - and they got really invested in what was going to happen to what character, more than the makeup of the world.
