The two.. maybe three authors that seem to fit this best are:
Jo Walton (Just City for Bender, and Among Others for Magical)
Claire North (Touch for Bender and Fifteen Lives of Harry for magical?)
Cathrynne M. Valente also has two on the shelf (Deathless and In the Night Garden which is branded as Science Fantasy in the genre tags)
Other authors that also have two but don't seem to fit as well: Sheri Tepper, Diana Wynne Jones, Barbara Hambly, and Robin Hobb. T. Kingfisher also has two on the shelf, at a glance both seem pretty firmly in the magical/fantasy category but maybe someone better versed can take this and run with it....
ETA: also Rivers Solomon has two, one in SF and one in Fantasy but i don't think their other book The Deep is long enough for consideration.
