To solve the crisis -temporary suspension of liberty law- civil liberty (flooding: cerfews, punish looters, use budgets...) (political: Ireland in 1920-today. IRA. Detention without trial,cerfews, limit protests, media, interigation techniques, limit movement) ---->problem no threat or goes away: the gov. has a lot of power(no checks and balances) and doesn't want to get rid of it.
