In 1984, the United States was bombed, by whom it wasn't clear. It is now 2047. Henry is seventeen years old surviving in his town of Onofre, California. He loves to read books provided by his mentor Tom, the oldest member of their community. He fishes to make a living for himself and his father who was hit in the head and is a bit simple as a result. One day, two people from San Diego appear in the community asking for help to make America great again. Their mayor has grand plans to help the surviving Americans to get away from the tyranny of Japan and by extension the United Nations. Henry and Tom visit San Diego. Tom doesn't want to help because he lived through the bombings and knows what America was like before. Henry is caught up in the hype.
