A thousand years ago, a corrupted monarchy was overthrown by a council of ten. However, at the end of the revolution, the tenth member rebelled, and henceforward made the city run by a group known as the Council of Nine.

Less than a year later, this new council had erected walls around the land that would become the city. All traces of magic vanished.

Skip forward a millennium. The Council of Nine has become as corrupt as its predecessor, having no qualms about making examples of innocents and back-alley stabbings and torture and general oppression. As a millennium prior, a resistance has formed, a group headed by ten individuals, these as ruthless as those they are trying to destroy. They start fights in streets, burn skyscrapers, and torture for information.

All groups have spies in the heart of the others. No one can be trusted. And everywhere there is danger lurking.

{1} The Council of Nine controls all information not handled by the resistance.

{2} Print books are not often used with people preferring online formats.

{3} Characters legally become adults at age sixteen.

{4} People can never be born or live outside of the city. The city has been cut off for 1,000 years, which makes this impossible.

Magic is not controversial. The city council would not be opposed to its return. The fall of magic was unintential even if the city council was responsible. Magic is technically legal -- it was never banned or anything -- but magic just impossible at the moment.
