For me, Spe Salvi (Hope saves) is the best Encyclical promulgated in the last years of the Church. Pearce grants it a whole chapter (chapter 13).

I thought Deus Caritas Est was the best, though that may reflect that it was promulgated only a couple years after I came back to the church and it bowled me over.
