The surveillance at Annie McGowan’s home almost captured maddog but for the mistake by a rookie cop whose squealing tires alerted Vuillon who took off running. All hell broke loose and when it was over, Vuillion escaped, a police officer was dead, another injured, a homeowner killed along with his two dogs. This was a major F up. Everything that could go wrong went wrong. This is the reason a civilian isn't used by the police. The surveillance needed someone in the house, which they couldn't do because Annie didn't agree. Add to that, a rookie cop, and a dispatcher who didn't get the information out about the car quickly. What an embarrassment and a prime situation for a major lawsuit.
