I think I see what happened. The top five books that went on to the poll each had 3 or more people nominating or seconding the book.
Christmas at Thompson Hall and Other Christmas Stories by Anthony Trollope, 1861, 82 pages
A Hero of Our Time by Mikhail Lermontov, 1839, 185 pages
The Pilgrim's Progress by John Bunyan, 1678, 344 pages
The Getting of Wisdom by Henry Handel Richardson, 1910, 282 pages
A Princess of Mars by Edgar Rice Burroughs, 1912, 186 pages

Then there were four books that had 2 people each. Nine books would be too many for the poll. So the cut-off point was made after five books.
