Skimming - yes or no?
Yeah, I skim some now and again, but in all fairness, I try to avoid doing so.

In general, I have no objections to the idea of skimming, but I myself read every and each word, sister. Some might call it OCD, I call it: reading.
Quite often my impatience gets the better of me and then, whether I like it or not, skimming happens. I've made peace with it.

Cliffhangers, what's your take on them?
I don't mind a good cliffhanger, but please DO NOT end books that way, ever!!! That's detestable. If the story is good, I'll grab the sequel of the shelf, no worries. No gimmicks necessary.
I can tolerate a few. But mind you, my tolerance has its limits.
All that tension and anticipation? I love it.
I hate when as I'm reading I become aware of the fact that I'm being fed a cliffhanger. It takes me out of the story. And I don't like being played. But if the writer is clever enough, if (s)he creeps up on me unexpectedly with a cliffy, ooh! That's the best.
I'm a glutton for punishment. So I crave it, I crave it bad. And yet when the moment finally arrives, all that tension becomes pure torture.
On principle I detest all emotional manipulation. That extends to cliffhangers.

How do you know when to stop reading a bad book?
You don't stop. You never stop. Once you start you must finish.
You're half way through and you've skimmed more than what you've actually read.
You've made it through 50 pages and it's been awful.
100 pages in and still nothing happens.
You've put it down 5 months back and now it's supporting that wobbly table in your living room.
After that crappy scene you threw it at the wall, literally.
Sometimes the back blurb and a first few paragraphs is all it takes.
When it's so predictable that you have it all figured out as you read the first chapter and glancing at the last few paragraphs just confirms the lameness.
