I can think of three possibles if we go with the name Steve and the late 80s, early 90s. My first thought was Steve Forbert--singer-songwriter, some success but not wildly famous, and does write songs about relationships at times. My second guess is Steve Earle. Of the era, famous, but not totally famous, singer-songwriter, and Texas connection. Another Texan is Stevie Ray Vaughn, but not really a match for the song writing.
