Because the author is English? I think you may be nitpicking a bit. Or maybe it displays in the language of the reader automatically.
As for Ford Prefect's prior knowledge, the plans to demolish the Earth had been at Alpha Centauri for 50 years. Prefect had only been trapped on it for 15 years if I remember that all correctly.

Maybe the Guide has a built in electronic equivalent to the Babel Fish. Or maybe Ford set it ready for Arthur. (It might have learned the language from samples fed to it by Ford.)
