Perks of growing up as only girl among brothers. As I myself grew up with three older brothers I can totally relate.
(then got a baby half brother and baby half sister at the age of 17 and 21)

I agree. I think the stress of being a member of a clandestine organization is clouding her judgement. Usually she's got a sixth sense for pranks :)

Especially where there are more likely suspects around who have a history of pranks and mischief :)

I never really thought of it that way before. Being the oldest sibling in my family, I tend to think of my younger siblings and cousins as very young, no matter how old they get. To be fair, so far as pranks go, they're probably responsible for 99.9% of them. Blaming them would probably be justice for the ones they got away with :)

Yepp, you get away with lots as the youngest of the siblings! I was actually often forgotten about because I seldom made noise or took up space. My parents weren't used to that after 3 noisy boys, lol.

It's sort of empowering in a way. Sort of how Hermione started breaking rules when she realized she could get away with them and it wouldn't affect her grades. Ginny's got a sort of invisibility cloak so far as pranks go :)

Well, she did get a job in London to improve her English. But saying "Bill’s been giving her a lot of private lessons" was a joke by Fred, implying that they've been having a lot of alone time together.
I don't know whether she'd have the opportunity to give permission. They only just met at the Third Task at the end of June, and this takes place in August. Actually, they didn't even meet then, they just saw each other for the first time. Perhaps that was a sort of body language permission or something, because she goes back to France at the end of the last book, and I'd think they wouldn't have met officially until they were co-workers in London, which would be sometime in late July.
The likely case would have been that Bill heard about her getting a job at Gringotts in London through his work, and then requested transfer there as soon as possible. Even if they did meet at the Triwizard Tournament, it would be an awfully awkward time to start courting her, in the immediate aftermath of Cedric's death. The one-month time-frame makes it somewhat implausible that he went to France for some reason, happened to meet up with her, let her know his intention to get transferred to London, and then arrange it with his Egypt office to be transferred.

Yeah, that feels awfully complicated as well. But, is it ever stated that he transferred to be near her? Because I'm thinking that he may have transferred because he wanted to be closer to his family.
Whit everything that was starting to happen -and he must have believed Harry about Voldermort's return - he probably wanted to be near his family in case something happened. He is also the oldest of all the siblings and that must have created a protective side that he also needed to fulfill.
So, he transferring to London doesn't sound out of place and it may be that his encounter with Fleur was just a happy coincidence that he totally took advantage of.

Actually, looking back at the text now, there is a line about him taking a job in London so he could work for the Order. So you're probably right that they just met as co-workers. I must have glossed over that part or misheard it on the audiobook, or most likely took Fred and George's jokes about it literally. Funny, because I didn’t take the "private lessons" joke literally.
My mistake. If ŷ allowed you to edit statuses I'd change it to "Bill leaves Egypt for a desk job in London and gets close to Fleur." Then I'd probably make some joke about the fight against evil having fringe benefits or something. Regardless, thanks for pointing that out :)

Might be that they just think it's pretty. I don't know that French witches would be any different than British witches or have special wands or anything.
My guess is it's a special occasion thing they do, like fireworks but quiet and delicate. Alternatively, it could be some aspect of formal wear, like how women would wear perfume or get their hair done. In this case, conjure some butterflies to follow them around to seem all the more magical... you know, like how little birds follow around Disney princesses.

The perfume theory is quite interesting. Like, "I'm feeling really pretty and elegant I'll add some butterflies to make it clear and better" a little silly but it could fit.
Or it could also be a little decorative. Like, to make the place a little more magical, not just themselves.
